Hector Lizasuain is the Director of Government Affairs & Planning for Magic Development LLC, providing critical strategy, leadership, and execution working with local government and community organizations promoting and advancing Magic Development’s multiple projects.
Hector came to Magic Development with close to 20 years government and community leadership experience. Hector was the former Executive Director of the largest development authority in the State of Florida and largest tax base in Osceola County.
Hector has been a pivotal, transformative leader in raising his community’s profile, visibility, and perception, attracting local and international investors, and now brings distinction and well deserved attention to Magic Development, LLC’s product and company.
John H. Classe
- Reedy Creek Improvement District
John Classe joined the Reedy Creek Improvement District (RCID) in March 2015 and is now the CEO/District Administrator. RCID is a special taxing district which oversees the development of public infrastructure and provides all governmental services for the landowners within the District, which includes Walt Disney World. John’s 30+ year career consists of significant experience in real estate development both as an Owner/Developer and as a Consultant. His notable master-planned community development experience includes Baldwin Park and Celebration, both award winning mixed-use master planned communities in Central Florida. Originally from outside of Philadelphia, the family moved to Florida and John grew up in Orlando. John earned a Bachelor’s degree in civil engineering from Auburn University and returned to Orlando to begin his professional career. John is both a licensed Professional Engineer and licensed Real Estate Broker.

Kent brings over 20 years of hospitality experience including ten years at Walt Disney World. He has developed corporate strategies for multiple companies with a strong emphasis on the customer experience. Using data analytics and process engineering, Kent has emerged as a change agent within the short-term rental industry where he has helped to improve both product and service design. He is a strong administrator and business coach with demonstrated skills in industry and government affairs. Kent is a two-term chairman of the Tourist Development Council and currently a board member of the W192 Development Authority in Osceola County, Florida.

Thearon Scurlock was born in St. Petersburg, Florida and moved to small town near Crystal River Florida when he was 7 years old. He moved to Orlando to attend College, completed his Bachelor Degree from UCF and possess a Real Estate License.
He has been in mall marketing and management for over 20 years and have worked on several construction projects throughout his career. He started as a Community Relations Manager for Orlando Fashion Square Mall and have worked at Florida Mall as a Regional and oversaw the construction and grand opening of Artegon Marketplace prior to coming to Old Town. He joined Old Town in March 2016 to oversee the redevelopment and construction of the iconic entertainment park.
He is an active board member in many organizations, including: ORAC Board for the Kissimmee Chamber, Board of Directors for Experience Kissimmee, Fundraising Committee for the OnePulse Foundation and the West192 Development Authority.
Thearon is very passionate about giving back to the Community and likes to volunteer his time as much as he can to nonprofits.
Mary Ellen Kerber
- Tourist Development Council
Born in Pennsylvania, Mary Ellen Kerber relocated to Orlando in 1978. Her career began in Bloomingdale's Department Store for six years before she went to the Walt Disney Company to serve as an interior designer and buyer for five years. After that, she was the merchant development coordinator for Orlando Central Park for six years and has spent the last 24 years of her career at Formosa Gardens in leasing property management, commercial and real estate development.
- Osceola Resort Area Council Nomination
Andy Schiavone graduated from Quinnipiac University with a BS in International Business. He joined Marriott Hotels and Resorts as a management trainee and spent many years with the company in numerous positions. He later joined Crestline Hotels and Resorts and held positions of General Manager of the Ramada Plaza Hotel in Kissimmee, the Radisson Barcelo Hotel on I Drive and the Renaissance Portsmouth Hotel in Virginia.
When Ostar Grupo Hotelero based in Mexico City purchased the Ramada, the largest Ramada in North America, he was recruited to return to the Ramada and joined the company in 2011. Since returning to Osceola County, he has been an active member and Chair of the Osceola Resort Area Council, Treasurer on the board of Directors for Experience Kissimmee and most recently appointed as Chair of the West 192 Development Authority.
